What does it do for me? - This belt can store up to 10 shurikens for you. It doesn't come blessed, but a Clothing Bless Deed can be used on it.
How do I get it? - Crafted by Tailors with only a few pieces of leather.
Anything else I should know? - This might fall under the "Waist" category, but it really isn't. This doesn't need to be equip on your body to have access to the shurikens. Just leave it in your pack, set up a UOA macro so you can pull up a targeting cursor with a single button, and you're good to go.
